Jessica Skibo has over 20 years in a professional procurement role, with eight serving as a government procurement officer. She was the lead for the safety agencies of a major metropolitan city. Jessica managed complex procurement's resulting in $4.2 million in cost savings, with contract costs often 50% below known benchmarks in accordance with applicable local, state and federal code, policies and regulations. She coordinated diverse evaluation committees, with varied stakeholders and goals, resulting in revitalized, improved solutions and successful contract implementation, while maximizing budgets.

Jessica initiated many competitive request for proposals for multiple agencies where no established process or competitive market existed, resulted in reduction in price, increased level of service, and improved overall participation of agency. She instituted numerous vendor contract administrative management programs, improving services to agencies in conjunction with reducing budget expenditures and administrative time management in tandem establishing strong relationships with local, regional, national and international vendor community. She co-chaired the Fire Dept. Uniform Quartermaster committee, re-configured an entire uniform management to an internal Quartermaster which resulted in substantial cost savings.

Jessica was the 2008 Democratic National Convention procurement principal for $18M in security and safety equipment recording cost savings of 22% average and 100% reimbursement from committee through after audit. She supported the Office of Emergency Management in activated emergencies as an ESF-7, Emergency Support Function in Logistics Management and Resource Support, actively sourcing equipment, supplies, personnel, teams, and facilities for Incident ensuring effective internal controls, compliance and accountability for all resource requests during and after an emergency.

Jessica possess a Bachelor of Science in Business Administration, with a concentration in Organizational Management and second Bachelor of Art in Art History. She’s certified with the U.S. Department of Homeland Security in the Incident Command System Curriculum Series 100 through 800; the FEMA Integrated Emergency Management Course L0930 and the Disaster Finance and Cost Recovery Course.
